I heard that when Nintendo shutdown the streetpass relay network in Japan, they also shutdown the system in NA (without announcing they would do so). But at least it is working again. I used to use Homepass with a rooted Note 2 but ever since I had upgraded to a Note 5 I couldn't get wifi hotspot apps to work. I also set up a whitelist MAC filter to keep out other connections, even though it's not as secure. Switched MAC, enabled security - nothing. Well, I don't know if it was discontinued but now I can't even get Streetpasses from McDonalds.
